In response to residents’ requests Ingram Borough will be stepping up efforts to enforce property maintenance and code violations. Listed below are some of the most common regulations that some of our newer residents may be unaware of:

  • Pet owners are responsible for cleaning up their pet waste on any property. Any dog, cat, or other animal which scratches, digs, defecates upon any lawn, tree, shrub, plant, building or any other public or private property other than the property of the owner of such animal is considered a nuisance punishable by a fine of up to $600.
  • When in public, dogs must be kept on a leash not to exceed 6 feet in length.
  • Smoking (including e-cigarettes) is strictly prohibited on all Borough owned property including parks.
  • Front yard hedges may not exceed 3 feet in height.
  • House numbers must be a minimum of 4 inches in height and be visible from the street.
  • Garbage must be stored in approved containers and screened from public view when not out for collection. Garbage may not be placed out for collection before noon of the previous day.
  • Grass may not exceed 9 inches in height.
  • Snow and ice must be removed from sidewalks within 24 hours of accumulation. It is unlawful to shovel or plow snow onto any street or alley.
  • Residents are responsible for maintaining all sidewalks and stairs.
  • Dumpsters, pods and large bag-type containers require a permit.
  • Outdoor recreational burning is strictly regulated by Ingram Borough and Allegheny County. Only clean, dry wood products may be burned and must be burned in approved, outdoor devices. All burning must be at least 25 feet from the nearest property line or structure. All fires must be attended at all times by an adult with adequate fire extinguishment available. All burning shall take place between the hours of 11 am and 11:59 pm.
